Phase I was completed in 1992 and incorporates state of the art materials, technology, mechanical and safety systems. Heavy emphasis has been placed on energy efficiency and conservation. For example, the use of special reflective glass, energy saving electronic lighting, and similar features are designed to reduce the amount of electricity consumed by the building and thus keep operating costs down.
